Hotinstall - jar does not go away until the installer exits (Win32 only)

PROBLEM:

Any jar file that is put into the hotinstall folder ($OW_HOME/openwings-
0.8/hotinstall) is not erased after the component is installed. This 
happens only on Windows platforms.

ANALYSIS:

We suspected there waas an issue with xerces. This was verified when 
defect AZHay03990 was researched. The fix to defect #3990 provided the
solution to this defect as well.
